From Memorising to Mastering: A Teacher's Guide to Competency-Based Questions
Ten question types every CBSE Class 9 Civics student should recognise on sight — explained with real questions pulled straight from our "Understanding Democracy" assessment sheet.
Open a CBSE Civics paper today and something feels different. The question doesn't simply ask you to name a fact — it asks you to do something with that fact. That's not an accident. Under NEP 2020 and the PARAKH framework, every question is designed to check whether a student can understand, apply, analyse, evaluate and create knowledge, not just retrieve it from memory.
The clearest way to see this shift is to put two questions side by side, both built from the same one-line fact about democracy.
Who defined democracy as “government of the people, by the people, for the people”?
Answer: Abraham Lincoln — one fact, recalled.
A country conducts free elections but ignores citizens' welfare. Based on Lincoln's definition, can it be considered truly democratic? Give reasons.
Same fact — now tested through reasoning and judgement.

Source-Based Questions
The student is handed a short passage, a quoted definition, or a data extract and must read it carefully before answering. Nothing is tested from memory alone — every answer has to be traceable back to the lines on the page.
Textbook-style example
“Democracy means rule by the people.”
- What does democracy mean?
- Which democratic principle is highlighted?
- Why is people's participation important?

Competency tested: Extracting and interpreting information directly from a given source, rather than from prior knowledge.
Case-Based Questions
A short real-life-style situation is described, and the student has to apply the concept they've learned to that situation, rather than to the abstract idea on its own. This is where civics stops being theory and starts feeling like decision-making.
Textbook-style example
A village conducts elections every five years, but only wealthy people are allowed to vote.
- Which democratic principle is violated?
- Can this system be called democratic?
- Suggest a solution.

Assertion–Reason Questions
Two linked statements are given — an Assertion (A) and a Reason (R). The student must judge whether each is individually true, and then whether the Reason actually explains the Assertion. It's a compact way of testing logical cause-and-effect thinking in a single question.
Textbook-style structure
A: India follows representative democracy.
R: Citizens elect representatives to decide on their behalf.
- Both A and R true, R explains A.
- Both true, R doesn't explain A.
- A true, R false.
- A false, R true.

R: The entire adult male population, irrespective of financial status, made up the voting block that decided policy directly.
Competency tested: Analysing the logical relationship between two linked statements, not just their individual truth.
Scenario / Competency Questions
A hypothetical setup — often a school, a council, or a fictional country — is created purely to make the student decide what genuine democratic practice should look like inside it. There's no single textbook line to quote; the student has to construct the standard themselves.
Textbook-style example
A school plans to elect a School Captain.
What democratic principles should be followed during the election?
Expected ideas: free voting, equal opportunity, fair counting, transparency.

Competency tested: Using a concept to judge a constructed, practical situation.
Application-Based Questions
A concept learned in class is transferred to a fresh, everyday context the student hasn't seen worked out before. The skill being checked isn't memory of the concept — it's whether the student can recognise where that concept actually applies.
Textbook-style example
A citizen wants information about government spending.
Which democratic law can help?
Answer: the RTI Act.

Competency tested: Applying textbook knowledge to a situation outside the textbook.
HOTS Questions
Higher Order Thinking Skills questions ask for a judgement, not just an answer. The student must weigh evidence, take a position, and justify it — there's rarely a single "correct line" to copy from any page.
Textbook-style example
Is voting alone enough for democracy? Justify.
Expected reasoning: No — democracy also needs freedom, equality, rule of law, accountability.

Competency tested: Deep thinking that ends in a reasoned, defensible judgement.
Statement-Based MCQs
Several short statements are listed together, and the student must judge each one for accuracy before choosing which combination is correct. It rewards careful, statement-by-statement reading over a quick guess.
Textbook-style example
1. Democracy originated in Athens.
2. Kratos means power.
3. Democracy means rule by kings.
Which are correct? (Answer: 1 and 2 only)

I. The system matched modern standards of comprehensive universal adult franchise.
II. Both rich and poor adult male citizens could address the Assembly.
Competency tested: Evaluating several pieces of information together rather than in isolation.
Data Interpretation Questions
A small table, graph, or set of figures is given and the student must read trends out of it — rising, falling, highest, lowest — and then explain what that trend means in civic terms. Competency tested: Reading numerical or tabular data and connecting it to a civic conclusion.
Visual-Based Questions
A photograph, cartoon, map, or illustration replaces a written passage, and the student has to "read" the image the same way they would read text — spotting the message, the mood, and the value being conveyed.
Typical example
What message does the image convey? Which democratic value is being highlighted?
Competency tested: Drawing meaning and value from a non-textual source.
Integrated PARAKH Questions
The most demanding format: a single passage spawns several linked sub-questions that climb the thinking ladder one rung at a time — knowledge, understanding, application, analysis, evaluation. A student weak at any one rung will struggle to reach the top.
Textbook-style structure
“All adults have the right to vote.”
Knowledge: What is this right called?
Understanding: Why is it important?
Application: How would society change if some adults were denied it?
Analysis: How does voting strengthen democracy?
Evaluation: Should voting be compulsory? Give reasons.

How the ten types climb the thinking ladder

Read the source or scenario twice before looking at the options.
Name the question type — assertion-reason, case-based, HOTS…
Match it to the thinking level it's checking.
Answer with a reason, not just a choice.

None of these formats are testing whether a student has read the chapter — they're testing whether the student can think with the chapter. Once you can name the type in front of you, half the battle is already won, because you know exactly what kind of thinking it's asking for.
